The Delhi government submitted the much-anticipated draft legislation in the assembly, but parents expressed concerns about some of its features, including the requirement that at least 15% of parents band together to contest any fee hike by private schools, calling the condition "impractical".

On August 4, 2025, Chief Minister Rekha Gupta and Education Minister Ashish Sood announced the Delhi School Education (Transparency in Fee Fixation and Regulation Act, 2025). The action comes three months after the measure was first unveiled, during a wave of protests by parents over fee hikes by numerous private schools at the start of the academic year in April.

The new measure seeks to enforce standard fee regulation for all private unaided schools, including minority institutes and those not granted government property. Until date, fee restriction in Delhi has only applied to private schools that operate on land allocated by the Delhi Development Authority. The bill also prohibits institutions from harassing students for unpaid or delayed tuition, including actions such as removing names, withholding results, limiting access to classes, or public humiliation.

Speaking to the media ahead of the assembly session, Education Minister Ashish Sood stated, "Today is a watershed moment in the history of Delhi's educational system. For the first time in 27 years, a historic bill will be introduced in the assembly, under the leadership of Chief Minister Rekha Gupta. 


Education Minister Ashish Sood stated that the law was "aimed at ending the exploitation, pressure, and mental harassment faced by parents over school fees".
