The Delhi Chief Minister Rekha Gupta has confirmed that as part of the city's ongoing effort to ensure the safety of students, any coaching center found to be in violation of fire and safety codes will be shut down immediately. The Delhi Government has adopted a strict "zero-tolerance" policy toward coaching centers that put students at risk. It has made it abundantly clear that strict, severe actions will be taken against coaching centers that do not comply with applicable laws and regulations.
This announcement comes in light of several fire-related incidents and building failures at educational institutions throughout India and has raised serious concerns about the safety of children who attend coaching institutes. The Delhi Government remains committed to providing a safe environment for the millions of children who attend these institutions.
Delhi Government Cracks Down on Unsafe Coaching Centres
Chief Minister Rekha Gupta address the media and government officials stated that all coaching facilities in Delhi must adhere strictly to construction codes, emergency readiness standards, and fire safety regulations.
Chief Minister Rekha Gupta made a statement to all coaching facilities and declared that those who do not have emergency exits, occupancy permits, fire clearances, or structural safety certification to operate may not continue to operate in Delhi. "Students' safety must be preserved under all conditions, and coaching facilities may not continue to operate if they do not comply with the required safety standards," said Chief Minister Rekha Gupta. "Every facility must carry out its legal obligations to the student body."
This statement places a significant warning to numerous coaching centres operating in the city of Delhi, many of which prepare students for various competitive examinations such as SSC, CUET, NEET, JEE, engineering, medical, and civil service.
Mandatory Fire Safety Compliance for Coaching Institutes
The Delhi Government has ordered all Coaching Centres to ensure compliance with all health & safety requirements before commencing operations.
Some of these important requirements include: -
- Current N.0.C from Fire Department
- Functional Fire Alarm; Systems & extinguishers
- Well marked emergency exits
- Properly wired and functional electrical equipment
- Documented structural safety (stability)
- Sufficient air flow/ventilation
- Clear procedures for evacuation during emergencies
- Compliance with building occupancy limits
- Emergency safety inspections after/at each event.
As part of the inspections, the inspecting agency (D.GHS) will check these standards are being met and will take corrective actions where violations have been found.
Inspection Drive Across Delhi Begins
Coaching establishments are required to undergo inspections by a joint inspection team incorporating the services of the Delhi Fire Service, the Municipal Corporation, the District Administration, and other agencies to ensure that coaching facilities are compliant with all relevant safety regulations, rules, and standards.
The authorities will give priority to coaching centres that operate through commercial premises because of numerous incidents of overcrowding, exit access being obstructed, poor ventilation and lack of fire protection measures.
According to officials, inspection reports will be acted upon immediately by all relevant agencies without delay; any coaching institution that continues to be in violation of safety standards may be closed until the violations are resolved as indicated by the inspection report.
New Law Planned to Regulate Coaching Centres
The city of New Delhi is developing a broad piece of legislation to govern coaching centers in the city as well as enforce those laws through a variety of ways. The new legislation will include criteria for the physical infrastructure of coaching centers and an evaluation of their student capacity and operating procedures, and establish emergency evacuation and accountability requirements for all coaching centers. It is anticipated that there will be additional regulation of coaching centers including stricter licensing regulations and at least annual inspections of each coaching center to ensure continued compliance.
According to officials, this new regulatory framework should help create greater transparency in the operations of coaching centers and prevent them from being able to operate without meeting the minimum fire and life safety requirements (safety certifications).
Student Safety Takes Centre Stage
Concerns regarding student safety at privately-run training institutes have contributed to government regulations that will be established regarding student safety at privately-run training institutes.
Due to many instances of building-related disasters or fire-related incidents in educational institutions across India over the past several years, numerous serious violations of safety regulations have been found.
The majority of coaching institutions have been established in densely populated commercial buildings where there are no suitable escape routes or firefighting materials (e.g. fire escapes, extinguishers, etc.), and no emergency exits, among other things. Widespread overcrowding in classrooms and failure to provide adequate infrastructure have greatly increased risk levels during emergency events, as educator experts continually warn.
By implementing safety standards that must be adhered to by all private training institutes in Delhi, Government hopes to create a safe learning environment,
which will allow students to focus on their academic studies without worrying about their most basic needs for safety.
Parents and Education Experts Welcome the Decision
Parents, educators, & student groups have welcomed the Delhi Govt.'s commitment to enhance supervision of coaching centres. Many anticipate that frequent inspections & stricter enforcement of rules will compel owners of coaching institutes to invest in safety systems and improved infrastructure. Furthermore, experts continue to argue that the safety of students cannot be compromised in the pursuit of academic performance.
In advance of inspection teams visiting the locations of the coaching centres, the Delhi Government has encouraged the owners of the coaching centres to independently evaluate their properties, obtain any outstanding approvals, and rectify any safety deficiencies.
Strict Action Against Violators
Organizations that violate safety regulations can be subjected to numerous sanctions by officials, including:
- Closing immediately
- Revocation/suspension of operational authorization
- Fines Legal action in accordance with applicable legislation
- Corrective action to be taken prior to reopening
The Delhi government has also stated that it encourages parents and children alike to report tutoring centres that violate occupancy laws or do not comply with minimum fire safety requirements.
Rekha Gupta, Chief Minister of Delhi, issued a stern notice to all coaching centres in Delhi regarding their requirement for fire and safety compliance. There will no longer be any exceptions for coaching centres failing to meet the prescribed standards.
